Yes, he is a very cute dog. From what I noticed and as you can see from his eyes, he is a bit down and even when someone pet him, he didn't have any feeling. What's more, he was used to make money. 世態炎涼... :( Yes, he was tied with the chair.
This is not acceptable in the US. This dog looks not being well fed and he looks very "down". Same dog and different fate is this dog is in the US rather than Taiwan.

Most people often think human is on the top of all living things.
This is not acceptable in the US.
