In the summer time and if you are on a clear night, you can watch the galaxy in naked eyes as in where our solar system is on the outskirt. Since the earth is in a rotation movement, taking a photo of galaxy is of some technique that you can't have a longer exposure time. Instead, you need to switch the ISO to the maximum and a wide open aperture.

You must have nice telescope and camera in order to take these nice photos.
Actually there is no need for a telescope. Just a camera with a wider angle, super high ISO and aperture lens can capture this scene. In fact, you can watch it in naked eyes if the sky is clear enough and if there is no other light source.
